TITR and OOG: one special permit per country

At a Baku transport forum (TransLogistica Caspian / 2nd Caspian International Forum), Sairan Mederov (TransExpeditions LLP) described systemic barriers for oversized and heavy-lift cargo on the Middle Corridor (TITR). The core ops point: special permits — one per country on the route, each negotiated separately, with delays at ports and border points. Related friction includes foreign route surveys only via local firms, opaque escort pricing, and infrastructure not sized for OOG (overpasses, bridges, power lines). Road carriers remain under-represented in the TITR association versus rail and ports. He proposed a pilot single special permit for OOG/heavy-lift along TITR.
